OWL (Operation Wellness Literacy™) is a lifespan health literacy initiative designed to help people of all ages develop the knowledge, confidence, skills, and resources needed to make informed decisions about their health and well-being.
We believe health literacy is more than understanding health information. It is the ability to find, understand, evaluate, communicate, and use information to take meaningful action at every stage of life.
Through the OWL Lifespan Framework™, we support individuals as they grow, learn, make decisions, build relationships, navigate systems, and contribute to healthier families and communities.

Oscar™ is the friendly face of OWL™, helping participants explore health information, ask questions, discover resources, and build confidence throughout their health and wellness journey. Oscar™ delivers engaging, age-appropriate educational missions that help participants from preschool to mature adulthood build health literacy, make informed choices, discover healthy strategies, and connect with resources that support well-being.
He is designed to guide participants through developmentally relevant health and wellness missions. From OWL Cadets™ to OWL Age Well™, Oscar™ evolves with the OWL Lifespan Framework™ to provide age-appropriate guidance while reinforcing a consistent message:
To build lifelong health literacy by equipping individuals at every age and stage of life with the skills and understanding needed to make informed health decisions, practice daily wellness, and achieve optimal health outcomes.
A continuum of wellness where health literacy begins early, strengthens across the lifespan, and empowers individuals of all ages to make informed decisions that improve wellbeing and build healthier communities across the globe.
OWL™ empowers people of all ages to take charge of their health with clear, accessible learning that builds confidence, strengthens everyday wellness skills, and supports better outcomes across the lifespan. We envision communities where everyone (children, adults, and older adults) can navigate their health with clarity, stay connected to purpose, and thrive through lifelong wellbeing. OWL™ recognizes that health needs, responsibilities, environments, and decisions change throughout life. Our approach evolves with the individual, from developing healthy habits in childhood to navigating adult health decisions, supporting others, and aging well.
The OWL Lifespan Framework provides a continuum of health literacy and wellness support designed to meet people where they are.
OWL recognizes that health literacy is not a one-time lesson. It is a lifelong skill.
As people move through different stages of life, they encounter new health information, decisions, responsibilities, and challenges. OWL provides an evolving framework that helps individuals build upon what they have learned while developing new skills for the next stage.
From first lessons to lifelong learning, OWL grows with the participants.
OWL is not only designed for individual participants but also for organizations seeking to strengthen health literacy and wellness among the people they serve. Our programs may support:
Access practical education and resources to build health literacy, make informed decisions, and improve personal well-being.
Incorporate health literacy and wellness into employee engagement, professional development, workforce wellness, and organizational initiatives.
Support members, patients, and communities with accessible health information, navigation resources, prevention strategies, and opportunities for meaningful engagement.
Provide older adults with tools and resources that promote informed decision-making, healthy aging, independence, connection, and quality of life.
Build foundational health literacy skills early so young people can develop the knowledge and confidence needed to make healthy choices they can carry throughout life.
Strengthen population health initiatives through education, engagement, partnerships, and accessible resources that respond to community needs.
Every experience is designed as a mission, giving participants something meaningful to discover, consider, practice, or accomplish.
Missions may include:
The goal isn’t simply to learn about health. It is to help participants use what they learn.
OWL combines health literacy, wellness education, prevention, engagement, and practical application to create experiences that are relevant to real life.
Our approach is:
Age-responsive: Content evolves with developmental and life-stage needs.
Practical: Participants learn skills they can use beyond the classroom or program.
Accessible: Information is available via most devices and is presented in clear, understandable, and engaging ways.
Person-centered: OWL recognizes that individual experiences, goals, strengths, and needs vary, so content encourages personalized activities.
Action-oriented: Knowledge becomes meaningful when people can use it to make decisions and take action.
Community-focused: Individual health and community health are interconnected.
Health information is everywhere. Knowing what to do with it is the difference.
OWL helps bridge the gap between information and action by giving individuals and organizations practical strategies to improve understanding, decision-making, communication, engagement, and health outcomes.
Whether someone is learning their first healthy habits, preparing for adulthood, navigating the healthcare system, supporting a family, contributing to an organization, or pursuing healthy aging, OWL provides a place to learn, connect, and grow.

Be Wise. Be Well.

Oscar’s journey is connected to the level purchased, allowing organizations and individual participants to select the experience that best fits their age group, goals, and needs.
The higher the level, the more Oscar grows, with more advanced missions, greater independence, and increasingly sophisticated health-literacy skills.
This creates a consistent OWL experience while allowing Oscar to remain relevant from childhood through older adulthood.
Oscar™ is not only a guide for patients and participants, he can also serve as a wellness and health literacy guide for health professionals. Health Pro missions can reinforce patient-centered communication, health literacy, shared decision-making, cultural humility, advocacy, and effective connection to resources.
